I agreed with your statement that there is no comparison between the quality of Native apps and Cross-Platform apps. Since Native Apps are developed by dedicated team of respective programming languages, though use platform specific codebase, therefore it is obvious to get unmatched quality. But when it comes to faster and cheaper developments for startups, then I bet nothing could beat the capabilities of cross-platform frameworks.

With that said, you need to employee two different teams for developing two native app, but starts ups can save their cost, time and efforts by employing single cross-platform team that help them build an app which seamlessly run on multiple platforms.
As far as the UX are concerned, Flutter and React Native provides you SDKs including all the major tools that enables you build beautiful UX/UI.
